Open Question: Mortgage assistance!!!!!?

I bought my home almost 2 years ago for about 220k, it is now worth 170k due to the awful market....... My loan is set to change in a few months to increased payments and I want to refinance, but no one will help because I am upside down on the loan..... I live in Arizona and am looking for some kind of government assistance to keep me afloat. Does anyone know what or who to contact to get help? Our governor said she was offering assistance, but her website didn't offer any help and I don't know where to go or what to do.... I know the nation is in the same boat as me, is there anyone that can help? I am a hard working young man and bearly make enough for the 1700.00 monthly payments. I've been stealing from peter to pay paul and I don't know what I am going to do once the payments increase.... Thanks!!!
