Open Question: Refinance loan?

I'm thinking to refinance my mortgage. My house is worth 450,000.00. My Loan left about 130,000 I would like to lower my payment with low fixed interest rate.I like to get about 30-50K out. I like to set up bi-monthly payment for 15 years.Please advised.
