Open Question: Mortgage Rates When Will they fall?

I just refinanced at 6.5 and paid off all my debt. I had a little problem like everyone else in 2007 and my credit fell to 620. I am now paid off and have zero balances on all 7 cards. It's been three months since I paid off all my debt, how long will it take for my score to go above the 700. I have been on my government job for over twenty years and have 300,000 equity in my house. Also when will rates go into the low five percents, i can see nothing holding them at 6.0
