Open Question: Question about FHA refinance.. Help Needed from FHA Expert!?

What are the FHA guidelines for occupancy to qualify for FHA refinance? My husband travels a lot and is only home about 30% of the time in a month (or approximately 9 days a month)... and I reside in the home full time with our daughter. The other 21 days he stays at hotels/motels because he has work out of state. We are attempting to refinance our only mortgaged home, and own no other properties. Does this qualify us for FHA financing? Thanks for your thoughtful answer?
