Open Question: Is it worth it to refinance a home at 10%?

I know it is, this information is for my mom. My mom just mentioned her mortgage rate is around 10%, has been since the 80s. She's about 20 years into the mortgage and doubts it'll make a big enough difference to bother refinancing, I'm looking for facts and examples to her persuade her to refinance. All help will be appreciated! Thanks.
